Purpose of Service :
Within the framework of the AKPO Operations, AKPO being a large deep sea oil & gas field, integrating subsea wells, flowlines, risers, a FPSO, an off-loading buoy, export lines and their associates facilities, the main objectives of the position include: · The preparation of new Maintenance or Inspection Contracts, from the call for tender phase up to the contract operational period. · The technical administration of the Maintenance or Inspection Contracts in place, including services and performance follow-up, coordination with Contractors, cost follow-up, coordination with Authorities, negotiation of yearly rates adjustments, renewal preparation. · Issuance coordination, implementation follow-up, technico-administrative coordination until close-out of the Maintenance and Inspection Service orders (Contracts with value below 250KUSD).

Job description
Key responsibilities and deliverables of job:
· Reports to the Maintenance and Inspection Contract Coordinator.
· Assist to prepare, in coordination with the Contract section and the concerned technical entities (Maintenance or Inspection) the Maintenance and Inspection Contracts and other technical documents for further tendering. Coordinates with the authorities and the Contract section for their technical and commercial evaluation, and then develops the Contract documents until signature. Follows-up the preparation and implementation of the Services until close out.
· Liaises with the technical entities the follows up of the contract including performance control, invoices checking, costs allocation, reporting, etc.
· Give advice to Management concerning contractual issues affecting contracts in place.
· Detect variations & changes to the contracts, and follow up claims until settlement and close out.
· Prepares, negotiate as need be, and follows-s up the yearly rates reviews, the issuance of Change orders; represents as required the M&I Contract Coordinator in the (Monthly and specific) coordination meetings with contractor.
· Anticipates and prepares, in coordination with the Authorities, the Contract section, and technical authorities the contracts renewals through the approved call for tender process.
· Prepares, at a lighter scale the same process for Service Orders (light contracts of value below 250 KUSD).

This responsibility covers:
I About 8-10 General Maintenance and Inspection Services Contracts
I Up to 10 Frame agreements for various ad-hoc Maintenance and Inspection Services Contracts
I Up to 5-8 Specific Maintenance or Inspection Contracts issued with single source services providers (OEM- Original Equipment Manufacturers)
I Up to about 100 short term Service Orders per year
I Global Contracts and Service Orders amounting around 30MUSD per year.
· Ensure adequate Contracting strategy is implemented which shall include as a minimum: business requirement, HSE risk level,
Market structure and data, cost structure and remuneration, risks, opportunities and risk sharing, level of supervision, etc.
· Initiate and control regular audits on the implementation of the Maintenance & Inspection contracts, check compliance to the contract terms and conditions.
· Represent the M&I group for any contract related issues to external entities, partners, authorities (DPR, NCD, NAPIMS, etc.).
· Liaise with relevant departments, partners and government authorities to obtain agreements for timely placement of contracts.
· Coordinate these actions with concerned staff from both onshore and offshore sites.
· Perform any other tasks as assigned to him by his hierarchy May be acting M&I Contract Coordinator position from time to time during his absences.

Job requirements
· Minimum level of BSC or equivalent in Engineering
· Minimum 5 years experience in contract drafting, contract works/practices, technical contract analysis and management, and in technico-commercial management position
· Knowledge of interpreting, monitoring, measuring and evaluating contractual obligation and clauses

Role Summary/Purpose

Background
The federal government through the mechanism Conditional Grants Scheme (CGS) to LGAs aims to fast-track achievement of the MDGs in Nigeria by building the capacity and planning competence of the 113 participating LGAs. This will support the scale-up of MDGs investments and direct resource and policy attention towards priority sectors, weak indicators and service delivery bottlenecks. In increasing the value-for-money, coordination and impact of interventions a genuine partnership between the three tiers of government and with local communities is expected to evolve. These developments will be stimulated by internal improvements in management and operations, and catalysed by a technical assistant domiciled in each participating LGA as well as a zonal technical officer/support for each geo-political zone of the country.

The Office of the Special Assistant to the President on MDGs (OSSAP-MDGs) with the support of UNDP seeks to recruit six zonal technical officers for this assignment.

Duties and Responsibilities
Provide technical support to the TAs within the Zone in identifying human resource needs within the institutions of participating Local Government for effective planning and implementation of MDGs-related activities.
Provide technical support to the TAs in applying a sector-by-sector needs assessment in the participating Local Government within the Zone for the achievement of the MDGs using instruments and tools provided.
Provide technical support to the TAs within the Zone in the identification and design of effective interventions to meet participating LGs needs. This will draw from a menu of interventions to be determined in agreement with States and LGAs.
Ensure that States and participating LGs within the Zone prepare and forward monthly, quarterly, yearly and other reports on a timely basis to OSSAP-MDGs and the Office of the Zonal Technical Officer.
Consolidate the reports Technical Assistants on the activities, progress and status of planning, implementation and monitoring of CGS in the participating LGAs within the zone.
Liaise with states, Local Governments and relevant bodies at the State and LG levels through existing mechanisms in order to share lessons and ensure the consistency of interventions.
Organise monthly (rotating) meetings of State MDGs/CGS Focal Persons and TAs within the Zone.
Coordinate and promote appropriate and targeted capacity building for staff of the Local Government within the zone in response to needs, or to facilitate/organize appropriate technical training and capacity building where needed.
Engage with a number of regional and global networks to connect Local Governments to the information and expertise of key partners including the UN, World Bank and Earth Institute.
Initiate and convene workshops with key stakeholders at the Zonal level to address emerging issues and challenges.

Results
Monthly report on activities, achievements and challenges submitted electronically to CGS Unit OSSAP MDGs according to a pre-defined template.
Consolidated Quarterly update on key progress indicators of all the participating LGAs within the Zone using computerised reporting system.
Minutes of the Zonal Meetings of Technical Assistants (the minutes should explain in detail challenges highlighted by TAs, action points, recommendations and any other specific issues discussed)
Consolidated Inception report on the institutional arrangements, key policy priorities and relevant data on the participating LGAs within the Zone.
Consolidated report on the activities of State PSUs and State Implementation Committees within the zone.
Annual report on activities, achievements, challenges and lessons learnt.
Proposed set of interventions addressing service gaps of all the participating LGAs within the Zone submitted to OSSAP-MDGs.

Overall Responsibilities
The role of the Procurement Coordinator is to procure goods and services in compliance with MSH procurements policies and procedures. Background

The Economic Commission for West African States (ECOWAS), through its White Paper policy on Access to Energy Services (ASE), aims to expand access to energy services to rural and peri urban areas with a view to contributing to poverty reduction and accelerating the attainment of MDGs.

The objectives of this regional policy include the following:
    * 100 % of the population have access to modern cooking fuels ;
    * 60 % of rural populations have access to motive power services;
    * 100 % of urban and peri urban populations and 36 % of rural populations have access to electricity, whereas 60 % the rural population benefit from basic modern services (drinking water, health, education, communication, lighting).

This regional policy is geared toward providing each member state with a framework for establishing national policies and developing programmes for access to energy services as well as mobilizing necessary resources for its implementation.

To achieve these ambitious objectives, four areas of intervention were identified based on following recommendations made by countries, namely:
    * Facilitation of a national vision pertaining to access to energy services and the establishment of institutional frameworks to mainstream access considerations in national policies and strategies for poverty reduction and sustainable human development ;
    * development of integrated energy programmes, based on national energy context, and aimed at poverty reduction in rural and peri urban areas,
    * establishment of an   Energy Access unit at the level of ECOWAS Secretariat ;
    * and the creation, in the long run, of Centre for Access to Energy Services.

ECOWAS, with support from the United Nations Development Programme (UNDP), elaborated an approach which resulted in activities and tools that are now available for use. Further, a series of actions were undertaken leading to the emergence of national programmes for access to energy services in a number of countries in the region.
Owing to sponsorship by its technical partner (UNDP), ECOWAS benefited from support from the European Commission for the development of investment programmes in many member states in the Region. In line with recommended actions and with the view to ensuring sustainability and development of organizational capacities ECOWAS has taken steps to establish the Energy Access within the ECOWAS Division of Energy and Infrastructure The Unit will comprise three specialists working as a team under the supervision of the Director of Energy. The latter can delegate some of attributions to one of the three experts who will then assume the role of Chief of Unit. It is therefore envisaged to recruit an Energy Planning Specialist who will work within the ECOWAS Direction of Energy in view of contributing to the Development of Access to Energy Services, this with UNDP support

Duties and Responsibilities
Based on the UNDP/PREP experiences, the Energy Planning Specialist will have the responsibility of supporting the elaboration and implementation of national programmes and projects on access to energy services as well as playing an active role in resources mobilization efforts.

Under the administrative authority of ECOWAS , and in close collaboration with UNDP Regional Energy Programme for Poverty Reduction (PREP), the Energy Planning Specialist will participate in the implementation of the Steering Committee decisions on development and monitoring of programmes on access to energy services at the national level, specifically on energy planning.

    * Support the collection of information and data analysis in relation to needs assessment regarding access to energy services;
    * Contribute to the development and formalization of 1)UNDP/PREP methodological approach for the formulation of programmes for access to energy services and 2) resources mobilization ;
    * In coordination with the PREP and the other members of the ECOWAS Access to Energy Services Unit, contribute to the formulation of programmes and projects for access to energy services;
    * In coordination with the PREP and other members of the ECOWAS Access to Energy Services Unit, contribute to the formulation of action plans for implementation of programmes and projects on access to energy services;
    * In coordination with the PREP and the other members of the ECOWAS Access to Energy Services Unit, contribute to ensuring training of members of national multisectoral groups on the methodological approach for access to energy services ;
    * Support the formulation by Member States, of programmes and projects for access to energy services in the following priority areas : education, health, agriculture, water and productive uses ;
    * Monitor the formulation of national terms of reference for the elaboration of programmes and projects on access to energy services;
    * Through the ECOWAS Commission and with support from UNDP/PREP, support Member States in their resources mobilization strategy.

Experience & Profile

* University degree in logistics, maritime and port, or process/industrial engineering or a marine qualification at least at Masters 1st Class level (including command of a vessel).
* Post graduate studies in Port and/or Terminal Management, or related business studies.
